Clearly short skirts deviate as far as possible from all principles of modesty, so anyone actively trying to demonstrate non-slutty behavior would be foolish to wedge into one. Skimpy skirts are just so darned practical, and, I suppose, provocative. If loose women were to wear a uniform, it would probably incorporate a very high hemline. Many associate short skirts with sluttiness and, therefore, assume that the women donning them are, by the power of garment-reputation-transferral, slutty individuals (or if you prefer, strumpets).
